RFI Youth Designated Access Point for HUD Required Coordinated Entry System (CEA-BRHS)

The City of Philadelphia Office of Homeless Services (Homeless Services), on behalf of the Philadelphia Continuum of Care (CoC), is seeking applications from organizations who wish to operate a Youth Designated Access Point.

The primary purpose of this RFI is to give organizations an opportunity to inform Homeless Services of their competencies, capacity, and other additional information that may be relevant to how their organization could serve as a Youth Designated Access Point for the Continuum of Care’s Coordinated Entry and Assessment Based Housing Referral System (CEA-BHRS). The Philadelphia CoC and Homeless Services are preparing to implement CEA-BHRS in accordance with the requirements of the HUD. CEA-BHRS is a process designed to coordinate program participant access, assessment, and referrals to homeless assistance services and housing. In order to appropriately connect young adults ages 18-24 experiencing homelessness with the CEA-BHRS system, Homeless Services is requesting applicants to submit information for consideration to become a Youth Designated Access Point.

Current Request For Proposals (RFP)

RFP New Permanent Supportive, Rapid Re-Housing, And Joint Transitional Housing – Rapid Re-Housing Projects Philadelphia Coc Fy 2017 HUD NOFA Application

Homeless Services is the Collaborative Applicant for the Philadelphia Continuum of Care, and as such is responsible for conducting a local competition and selection of new housing projects to be submitted to HUD for CoC Program funding annually. Homeless Services will serve as the direct HUD grantee for any new project awarded through this process; the organization sponsoring the project will be a sub-recipient of the grant via a contract with Homeless Services.

Funds made available under the Continuum of Care Program are subject to the interim program regulations at 24 CFR part 578, effective 8/31/12. Applicants under this RFP are strongly encouraged to review the information at the links provided prior to submitting a proposal.

The FY 2017 HUD Appropriations Act requires HUD to obligate FY 2017 CoC Program funds by September 30, 2019. Obligated funds remain available for expenditure until September 30, 2024. However, HUD reserves the right to require an earlier expenditure deadline under a grant agreement. The applicant is expected to initiate the approved projects promptly in accordance with the requirements of the NOFA.

There is no maximum request for a project under this RFP. The U.S. Department of Housing and Urban Development (HUD) issued its FY 2017 Notice of Funding Availability (NOFA) for the Continuum of Care (CoC) Program, which indicates that HUD will provide $2,000,000 in Bonus funding for new permanent housing projects in Philadelphia. In the 2017 CoC Program Registration Notice, HUD is strongly encouraging Continuums of Care (CoCs) to reallocate funding from existing projects to interventions that more effectively reduce homelessness. The Philadelphia CoC is committed to reallocating at least $1,000,000 from existing projects to fund new permanent housing projects for the following reasons: underspending, history of low performance, and high cost.

Bonus and reallocation funds will be available for the following types of new projects in Philadelphia through the FY 2017 CoC Program Competition Notice of Funding Availability (NOFA):

  • New permanent supportive housing (PSH) projects dedicated to serving individuals/ households without children experiencing chronic homelessness
  • New rapid re-housing (RRH) projects that serve individuals/ adults without children, families/ households with children, and/or unaccompanied young adults ages 18-24 experiencing homelessness, coming directly from the streets; from emergency shelter; or meeting the criteria of paragraph (4) of HUD’s definition of homeless: fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or other dangerous or life-threatening conditions; has no other residence; and lacks the resources or support networks to obtain other permanent housing
  • New joint transitional housing and rapid re-housing (TH-RRH) projects that serve individuals/ adults without children, families/ households with children, and/or unaccompanied young adults ages 18-24 experiencing homelessness, coming directly from the streets; from emergency shelter; or meeting the criteria of paragraph (4) of HUD’s definition of homeless: fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or other dangerous or life-threatening conditions; has no other residence; and lacks the resources or support networks to obtain other permanent housing

RFP Homeless Services Strategic Plan

The City of Philadelphia Office of Homeless Services, on behalf of the Philadelphia Continuum of Care, is seeking proposals for professional consulting services (“Consultant”) to assist the City and its Continuum of Care to develop a multi-year strategic plan to make homelessness in the City of Philadelphia rare, brief, and non-recurring. The Strategic Plan must align with the United States Interagency Council on Homelessness’ (USICH) Opening Doors: Federal Strategic Plan to End Homelessness.

RFP Preventive Maintenance Services at City-Owned or Leased Emergency Housing and Intake Sites

The Office of Homeless Services (OHS) is seeking proposals from eligible for-profit or non-profit applicants to provide ongoing preventive maintenance, general repairs and emergency response to six (6) Emergency Housing and Intake Sites that provide services to persons experiencing homelessness. An additional goal of these services is to provide a quality environment for the consumers at these facilities.

RFP Food Service at the Families Forward Philadelphia Emergency
and Supportive Services Facility

OHS is seeking an eligible entity to serve as a professional, high quality food service vendor that can deliver food services that are consumer/customer service driven and that are provided in a safe, sanitary and supportive environment.

The Families Forward Philadelphia Emergency and Supportive Services Facility, located at 111 N. 49th Street, Philadelphia PA, provides emergency housing, support services and case management to homeless families with children. Families Forward Philadelphia has the capacity to house a combination of up to 75 households with children up to a total of 275 persons. Three meals must be provided (breakfast, lunch and dinner) daily. Meals must be well balanced, nutritious and adequate in quality and quantity to meet basic dietary needs of consumers according to the Federal Recommended Daily Allowances (RDA). Special efforts must be undertaken to ensure that pregnant, nursing women and children receive nutritious foods that exceed basic requirements and support healthy growth and development; snacks are required for these populations in compliance with the Child and Adult Care Food Program (CACFP).
